Oil on water is an oil-only specification. Cornell white pads float and can be used on a water surface as well as on equipment. Oil absorbent felt is described in the series brief as lightweight and floating, for water and marine oil recovery.
No marine, coast-guard, or IMO certificate numbers are published in the source docs. Certificate scans are TODO on Quality & Specs. Do not treat this page as a spill-response plan.
